The ones that publish no per-minute rate
Reported as what their own pages show, with no inference about why.
- Nimbata: Nimbata publishes a base price for each tier but leaves its own rate card empty. In the comparison table the cells for local numbers, toll-free numbers, answered calls and SMS all render as an en dash, in the served HTML and in a browser alike, under a footnote reading starting at with no figure after it. The rates are behind an interactive calculator. Its billing model is also genuinely different: it charges per answered call rather than per minute, and it says so directly. Its cheapest published base fee is $35 a month on Pro, so the base is knowable and the bill is not.
- Invoca: Invoca has a real pricing page with three named tiers, and each one states a concrete annual number allowance and a custom-Signal count. What it does not carry is a price: every tier's call to action is Get Your Quote, and the page contains no dollar figure at all. That is a genuine middle position between publishing and not publishing, and it is recorded as such rather than as either.
- Marchex: There is no pricing page to read. https://www.marchex.com/pricing and https://www.marchex.com/plans/ both return HTTP 404, and a full pass over the live navigation of marchex.com returns no link whose text or href contains pricing, plans or cost. Marchex is an active, publicly traded company with a live product; it simply publishes no price and no plan structure. Nothing about its cost is asserted here because nothing about its cost is knowable first-party.
Why a low rate can still produce the higher bill
Because the allowance matters more than the rate at ordinary volumes. 4 of the 8 platforms include no numbers and no minutes at all with the base fee (CallTrackingMetrics, WhatConverts, Ringba and CallScaler), so their meter starts on the first call. A platform with a slightly higher per-minute rate and a few hundred included minutes can, and here does, come out cheaper over a month.

How the transparency rating relates to this
A vendor rates Full only if its own pricing page publishes both a base price and enough per-unit rates to compute a realistic monthly bill: a per-extra-number rate and a per-minute rate.
