Work Management Software With No Seat Minimum

4 of the 8 tools in this index will sell you exactly as many seats as you have people: Trello, Notion, Airtable and Basecamp. The other 4 each publish a rule, and they are 4 different kinds of rule with 4 different effects. Only one of them, monday.com, actually bills a team of 2 for a seat nobody is sitting in, because its FAQ states “Plans start from 3 users.” The others constrain something else: Asana sells seats in increments as the team grows, ClickUp requires the whole workspace to move to a paid tier together and Smartsheet sets a minimum on a single tier. Every rule below is quoted from the vendor’s own page and dated.

The tools that state no constraint

Ranked by what a team of 2 pays month to month. None of these vendors publishes a minimum seat count, a purchase increment or a workspace-wide upgrade rule anywhere on its pricing page.

• Trello: “Trello Standard and Premium are designed for all teams—even teams of one!”
• Notion: “Each time your billing period starts (monthly or annual), your count of paid seats will be synchronized so it exactly matches the amount of members present in your workspace.”
• Airtable: “Airtable plans are charged per seat.”
• Basecamp: “we only bill you $15/user/month for employees or full users, not clients or temporary contractors.”

The four rules, and what each one does to a bill

A vendor is recorded as having a seat floor only where its own site states one: a minimum number of users a paid plan can be bought for, a purchase increment above one seat, or a maximum team size on a tier. The floor is applied mechanically when computing what a team of a given size pays, and the vendor's own words are printed beside it.

• monday.com — a minimum on every paid plan: “Plans start from 3 users.” A team of 2 pays $36 a month month-to-month, for 3 seats, against a sticker price of $12 a seat. That is 1 seat more than the team has people, or $144 a year for nobody.
• Asana — a purchase increment, not a minimum: “Between 2 and 5 total users: add seats in increments of 1” A team of 2 pays $26.98 a month month-to-month, for 2 seats, against a sticker price of $13.49 a seat. At this team size the rule costs nothing extra.
• ClickUp — a workspace-wide upgrade rule: “To upgrade ClickUp, you'll need to upgrade your entire Workspace, which means all members in your Workspace.” A team of 2 pays $20 a month month-to-month, for 2 seats, against a sticker price of $10 a seat. At this team size the rule costs nothing extra.
• Smartsheet — a minimum on one tier only: “3+ Members, unlimited Guests and Contributors” A team of 2 pays $24 a month month-to-month, for 2 seats, against a sticker price of $12 a seat. At this team size the rule costs nothing extra.

Every one of these is published by the vendor rather than buried, and a minimum is a normal commercial decision rather than a trap. The only thing worth criticising would be hiding one, and none of these vendors does. What this page adds is the arithmetic: the difference between the sticker and the invoice at a team size small enough for the rule to matter.

Where the rules stop mattering

Only two of the four are headcount thresholds at all, and both stop applying at 3 people. Above that the comparison becomes an ordinary one about the seat rate, which is why the index prices a team of 5separately. The other two are a different shape and do not resolve at any team size. Asana’s increment does the opposite of a minimum and starts biting as the team grows, rounding a six-person team up to ten seats. ClickUp’s workspace-wide rule is not a threshold in the first place: it never adds a seat to the arithmetic at any headcount, and what it constrains is which people can be on a paid tier rather than how many.

Where a vendor publishes no number, we say so instead of repeating a figure from elsewhere. A blank in the automations or timeline column means the vendor’s pricing page names no such capability, which is a statement about the page and not a claim about the product. Seat floors are applied only where the vendor states one, and only as widely as the vendor states it: a minimum written on a single tier’s card is applied to that tier alone.
