Note the two structures in that table. A percentage charged only on spend above a threshold leaves the first tranche covered by the base fee; a percentage charged on total ad spend applies from the first dollar. At $100,000 of monthly spend, a 3% rate on total spend is $3,000, while the same 3% charged only above a $10,000 threshold is $2,700, and that is before the base fees differ.
Where the structure is unknown

Quartile's site navigation contains no pricing link at all (it links /amazon-ppc, /amazon-dsp, /request-demo, /partners and others). The only dollar figures anywhere in that HTML are the marketing stats "$2B+" (Annual Retail Ad Spend Managed) and "$25B+" (Annual Managed Sales). Conclusion: Quartile does not publish a pricing page; quotes are provided after a demo.
- Pacvue: https://www.pacvue.com/pricing returns HTTP 404, as does https://www.pacvue.com/plans, and https://www.pacvue.com/sitemap.xml returns 404 (all checked 2026-08-06). The homepage carries no price and no pricing link; its call to action is "Book a demo". The only occurrence of the word "pricing" on the homepage describes a product capability ("From pricing strategies and competitor promotions to keyword trends"), not Pacvue's own fee.

That is not hidden, it is written on the vendors' own pricing pages, but the headline figure travels further than the condition attached to it.
Is a flat fee cheaper than a percentage of ad spend?
At low spend, usually not, because a percentage of a small budget is small. At high spend a flat fee is usually cheaper, because a percentage keeps scaling with your budget. Whether that is good value is a judgement we do not make for you: it depends on what the platform does with the extra spend. The crossover point is arithmetic, which is why the cost index on this site shows totals at several spend levels rather than declaring a winner.
Do vendors calculate the percentage the same way?
No, and the difference is material. Some charge the percentage only on the ad spend above a threshold, so the first tranche is covered by the base fee. At least one charges it on total ad spend from the first dollar. Two platforms quoting the same percentage can therefore bill very differently at the same spend.
Which platforms will not tell me whether they charge a percentage?
Quartile and Pacvue publish no pricing at all on their own sites, so neither the structure nor the rate can be confirmed without a sales conversation. One further platform publishes that a percentage applies to its growth tier without publishing the rate.
