So this index separates the two questions a buyer actually has: what a provider charges, and whether the number it published is a price or a floor. On 3 employees and 1 contractor, platform fees run from a floor of $1,502 a month on Papaya Global to $2,126 on Remote, across the 5 providers that publish enough to total; the other 3 are named below rather than estimated. Every figure is quoted from the provider’s own page and dated.
Every figure on this page is a platform fee. It is what the provider charges to employ or engage someone on your behalf, and it excludes salary, statutory employer contributions, mandatory benefits, severance accruals, deposits, implementation fees and every country-specific government cost. Those dominate the real bill, they vary enormously by country, and no provider in this index publishes a total that includes them — several say so on their own pages. Nothing here is the cost of hiring anyone.

This is the distinction the category turns on, and every provider makes it themselves — it is simply never collected in one place. 4 of the 7 published EOR figures carry no qualifier at all (Pebl, Deel, Oyster and Remote). The other 3 are published as starting prices (Multiplier, Papaya Global and G-P). Counting every product rather than just employment, 11 separate figures across 4 providers are marked as floors.

A starting price is not a trick and none of these providers hides one. It is a statement that the figure bounds the cost from below, which is a different thing from setting it, and a comparison that ranks a floor against a fixed price without saying so is comparing two different kinds of claim.
The providers whose figures cannot be totalled
3 of the 8, and the reason is stated rather than left as a gap. None of these is a criticism: publishing no price, or pricing only part of a product line, is a normal enterprise choice.
- Rippling: Rippling publishes no price for any product on its pricing page, so there is nothing to total. That is a normal enterprise choice and says nothing about the product.
- Multiplier: Multiplier publishes a per-contractor fee nowhere on its pricing page, so this mix of workers cannot be totalled from what it publishes.
- Pebl: Pebl publishes a per-contractor fee nowhere on its pricing page, so this mix of workers cannot be totalled from what it publishes.
The money that is not the per-worker fee
Deposits, reserves, implementation fees and minimum terms are published by some providers and not addressed by others. 1 of the 8 states that a deposit is required, 2 state that none is, and 5 do not say either way. Silence is recorded as silence.
- Remote, deposits: Remote states no upfront deposits are required, and separately that it collects reserve payments in rare, high-risk circumstances as financial security. Both statements are its own, and they are not in conflict: one is about the standard arrangement, the other about an exception. “We collect reserve payments in rare, high risk circumstances. This is a form of financial security that enables us to pay employees even if the customer is unable to pay us.”
- Remote, setup and onboarding: Remote states there are no platform, onboarding or setup fees on its HR management, EOR and Contractor Management products. “There are no platform, onboarding, or setup fees for our HR management, EOR, and Contractor Management products.”
- Oyster, deposits: Oyster states it requires a refundable deposit to start an EOR engagement, and does not publish the amount. It states in the same answer that setup, onboarding, HR advice and terminations carry no extra charge. “Oyster requires a refundable deposit for EOR Team Members to initiate the engagement and to ensure on-time payments to your team.”
- Oyster, setup and onboarding: Oyster states that setup, onboarding, HR expert access and termination processing are included in the subscription fee rather than charged separately. “Oyster does not add extra charges for essentials like setup and onboarding, talking to HR experts, or processing terminations”
- Multiplier, setup and onboarding: Multiplier prints two additional line items directly beneath every published price: compliance-mandated add-ons, and an implementation fee where applicable. Neither is quantified anywhere on the page. “+ Implementation fee as applicable”
- Papaya Global, deposits: Papaya lists 'No deposit required' as a feature of its Contractor of Record plan. The statement is scoped to that plan's feature list and its pricing page says nothing either way about a deposit on the EOR product. “No deposit required”
- Deel, minimum term: The three-months-free PEO offer is conditioned on an order form with a minimum two-year term, and Deel states the credited value is recoverable if the customer terminates early. Contractor management, where the spread is widest
From $5 to $49 per contractor a month across the 5 providers that publish a figure. That range is not a like-for-like comparison and this index does not present it as one: the cheapest entries are payments and invoicing products, while contractor-of-record services, where the provider assumes classification risk, are priced separately and run into the hundreds. Both appear in the table above with the provider’s own product name attached.

Provider-stated details worth knowing before you buy
Each of these comes from the provider’s own page or is a plain reading of what it publishes. None is a claim about how any provider performs.
- Deel: The EOR figure shares a card with Deel's US PEO price, so $599 and $125 sit inches apart on the page. The $125 is US-only co-employment, not employer of record, and the two are not alternatives to each other.
- Deel: The current PEO offer is not a free trial. Deel's own promotional terms condition it on an order form with a minimum two-year term and state the credited value is recoverable on early termination.
- Deel: Deel publishes two different country counts on the same page: 130+ for full legal employment through EOR, and 150+ for the platform overall. Cite the first against the EOR product.
- Deel: Deel's pricing page carries no monthly-versus-annual choice, so the published figure is the only figure the page offers. What a signed order form contains is not something a pricing page can tell you.
- Remote: Remote's own page divides its products into two classes: Employer of Record, Contractor Management, Contractor Management Plus and Payroll carry a plain figure, while Contractor of Record, PEO and Equity are prefixed 'From'. Quoting a 'From' figure as a price misstates what Remote published.
- Remote: The country claim attached to the EOR product is 90+, which is smaller than the numbers this category usually advertises. It is the figure printed on the EOR card itself.
- Remote: Remote's separate Payroll product is $29 per employee a month, the same figure as Contractor Management. They are different products for different situations and the shared number is a coincidence, not a tier.
- Rippling: There is no Rippling figure on this site because Rippling publishes none. Any per-employee number attributed to Rippling online comes from somewhere other than Rippling, and RangeYourself does not repeat it.
- Rippling: Rippling's pricing page is a quote form, which is a legitimate and common way to sell in this category. It is recorded here as a fact about the page, not as a criticism of the product.
- Oyster: Oyster's own summary card for Global Contractors prints "USD 699 per employee/month", the Employer of Record figure and unit, while the page's structured data and its Global Contractors section both state 29 per contractor/month. RangeYourself uses 29 because two of Oyster's three first-party statements agree on it, and records the third here rather than quietly dropping it.
- Oyster: Oyster requires a refundable deposit to start an EOR engagement and does not publish its size. That is money the published per-employee fee does not include.
- Oyster: Oyster states an annual billing option at a reduced fee and publishes no annual figure, so the $699 is the month-to-month number and the annual one is unknown from its page.
- Oyster: Oyster publishes 120+ countries against employment and 180+ against contractor contracts. The larger figure belongs to the contractor product.
- Multiplier: Every Multiplier price on the page carries two unquantified line items beneath it: compliance-mandated add-ons, and an implementation fee where applicable. The headline figure is therefore explicitly not the whole invoice, by Multiplier's own presentation.
- Multiplier: Multiplier states that pricing is adjusted in roughly eleven per cent of the countries it supports, so the published figure is a standard rate rather than a universal one. It publishes no list of which countries differ.
- Multiplier: Three different country counts appear on the same page: 160+ in the EOR answer, 150+ in the footer statistics, and 100+ for global payroll. They describe different things.
- Multiplier: The headline $459 assumes an annual contract. The month-to-month figure Multiplier publishes for the same tier is $499, and it appears only in the FAQ rather than on the card.
- Papaya Global: Every published Papaya figure is a floor. All five products read 'starting from' and every card's button is 'Get a Quote', so the numbers bound the price from below and do not set it.
- Papaya Global: Papaya's $5 per contractor per month is its Contractor solution, a payments and invoicing product. Its Contractor of Record service, where Papaya takes on the compliance risk, is a separate product at a floor of $199. Quoting the $5 as Papaya's contractor price without that distinction is the easiest mistake to make on this page.
- Papaya Global: The 'No deposit required' line sits inside the Contractor of Record feature list. It is not a statement about the EOR product, and this site does not extend it to one.
- Pebl: Velocity Global has rebranded to Pebl. Searching for Velocity Global pricing lands on velocityglobal.com/pricing/, which redirects to the Pebl homepage and not to a pricing page, so the price is easy to miss entirely.
- Pebl: The $399 figure carries an asterisk pointing at terms and conditions and a Get a custom quote button beneath it. Pebl publishes the number without a starting-at qualifier, and also does not publish it as final.
- Pebl: Pebl publishes no contractor-management price. The only contractor link on the site is contractor conversion, which is the opposite service: moving existing contractors onto employment.
- G-P: G-P states its EOR figure two ways on the same page. One reads 'STARTS AT $599 per employee / month'; the other reads that the $599 platform fee 'is the same flat rate across all 180+ countries'. A starting price and a flat rate are different claims, and RangeYourself publishes both rather than choosing.
- G-P: There is no G-P pricing page to check. Both pricing URLs 404 and the site's own sitemap contains exactly one pricing URL, which belongs to a different product. The EOR and contractor figures were read from the product pages.
- G-P: G-P's page carries a figure of about $75,000 for setting up your own entity. That is G-P's claim about the alternative it says you avoid, not a G-P fee, and it is not part of anything computed on this site.
- G-P: The country counts differ by product: 180+ on the EOR page and 190+ on the contractor page.

Every figure on this page was read from the provider’s own page and is stored with that page’s URL, a verbatim quote, and the date it was checked (most recent: August 6, 2026). 1 of these 8 pages could not be read with a plain HTTP request and was read in a browser at the same URL, with each billing option selected in turn. A provider that publishes no price stays in the index with that recorded as its finding, because who publishes and who does not is the thing this index exists to show. Nobody is excluded for being expensive, for being quiet, or for paying nothing.

Chosen before the figures were read: a mix small enough that every provider in this set sells to it, and one that exercises both of the two prices a buyer in this category actually compares.
